The latest moves, appointments and personnel changes in the Asia-Pacific region.

Withers 
Withers, the international law firm, has appointed Raymond Oh (pictured below) as a partner in its corporate practice, based across its Singapore and Hong Kong offices.

Oh joins from Sidley Austin, where he was a partner and deputy head of the firm's China corporate and finance practice in Hong Kong. Oh brings more than two decades of experience advising on complex cross-border corporate transactions across Mainland China, Hong Kong, Singapore and the wider Asia-Pacific region.

His corporate practice spans M&A, capital markets and corporate finance. His experience includes IPOs and listings on international exchanges, follow-on equity offerings, convertible bonds and other equity-linked instruments, as well as preferred equity investments, takeovers and privatisations, joint ventures, PIPE transactions and private capital transactions.

Oh’s experience includes advising on public company takeovers, business combinations through special purpose acquisition companies (SPACs), cross-border IPOs and capital markets transactions across multiple listing regimes, take-private and privatisation transactions, and cross-border M&A transactions involving technology, healthcare, fintech, energy and infrastructure businesses. He also advises founders and early stage to growth companies on strategic capital raising and structuring.

Utmost
Utmost, a global provider of insurance-based wealth solutions, has appointed Tim Goodall (pictured below) as head of technical sales – Singapore, effective from 22 January 2026, reporting to Mark Christal, head of Asia.

His primary responsibility will be supporting and increasing growth within the financial advisory channel in Singapore.

Goodall, who has nearly 20 years experience in the sector, has held various business development positions primarily based in the UK. In 2023, he relocated to Dubai where he was responsible for heading business development in the independent financial advisor channel covering the Middle East and Africa. Goodall’s experience in cross-border sales, UK tax, inter-generational planning and client relationship management will enhance the Asia sales team’s capabilities, the firm said in a statement. During his career he has specialised in supporting financial advisors in addressing complex financial planning needs for international mobile clients. He holds the Chartered Insurance Institute level 4 diploma.

In July last year, Utmost Group agreed to buy Lombard International Assurance Holdings Sarl – covering the latter’s European business. It was bought from funds run by US-listed Blackstone Group.
